How else do you explain the unspent $79 billion dollar budget surplus in Iraq while we pour $48 billion borrowed from the Chinese (to be paid back by today's kids) into their economy?

What agreement did we ever get from the Iraqi government that they would make any reimbursement to us for our costs?
When, other than the BS that was spouted a few times before the war, was it ever really a "plan" that we would be reimbursed by any aspect of the Iraqi economy?
"conned" is a mis-direction.
Bush never cared.
